 We can set-up a long-term negotiating dynamic between the public and private sectors, and through this dynamic we will find a path to paying off the national debt. We must utilize this model and create a back-up fund that aims to transition us to primarily a structured sales-tax system.
 The Fortune 500 Board in charge of setting an overall flat sales-tax related to platform sales. I call this the SP-CHI fund, but I'm open to other names. The board will be perfecting an architecture that can enable streamlined tax-credits for approved purchases/investments. It will also allow the government to fine-tune sales taxes by product class.

 
 This will be a stronger model for society for so many reasons. Through this model, we cut down on the need for lobbying by structuring deeper involvement in the conversations. We will now see ideas bubbling from the concept phase in politics... into the Industrial expertise of the board which can clarify steps for success in the bid process. Ideas now ping and pong between the needs/desires of the population, and the expertise needed to succeed.

 Fortune 500 Board is ultimately in control of CVO of Strategic Pivot nominations. They aim to have their list finalized at the end of December. A system can be built to help with this screening process that may include a formal vote.
 President is campaigning and will have access to the on-going public-facing pool of top-rated CVO candidates. This will help them in their campaign. The President should be able to implement a new CVO the day of inauguration (January 20th).

 I personally believe we need to go the direction of building a complex, layered cloud-repository for all code bases. Companies tie into that in specific ways such that they control whom has access to their code base. It is going to be one of the wisest regulations to require this shift in the AI age. Simply in the case where something happens across a network and you have to investigate the vulnerabilities... you want a Cyber-Force to be positioned for that to some degree.

 By MMV... you can analyze the way APIs are accessed and used. You might want to be extra careful about how drones access identity information for example.
 That is my overall point... we need a way to run advanced analytics to screen code that is being released to the market, and added to this overall grid.
 The Drone, AI Driving, and AI Security/Assistant markets need to be positioned for clever regulation like this.

 Better overall compartmentalization of information.
 Rotating Identity Tag System made possible... it would be impossible to try to screen for specific identities outside of the network.

  Compartmentalization is key. I understand Google has a Titan-M component it utilizes in their data-centers. I suggest the approach referenced in the linked article, as I understand it to be superior to the Titan-M alone, but nearly identical in architectural purpose, with the exception it not only uniquely identifies a unique device, but additional can detect any break in the circuit or tampering... in addition to guaranteeing the component is approved within the network.

I will commend your effort to approaching a joint operated Cyber-Force model... I do see value in approaches like that as we build more advanced systems.

You do have great ideas there in approaching collaborating on... what I'll call platform partnership grids...
Our teams have listed similar approaches... though your Strategic Pivot model is pretty creative for adding additional structures as well as incentives.
