Compartmentalization is key. I understand Google has a Titan-M component it utilizes in their data-centers & devices. I suggest an approach utilizing that architecture, but with an RSA approach as well as an overall strategy to combine security keys. In this way, numerous companies would control the encryption... and thus compartmentalization is implemented. I understand this approach to be superior to the Titan-M alone, but nearly identical in architectural purpose.
The overall goal of building a grid solution here brings up a number of issues. Primarily... we need a way to drive key layers of a market without companies trying to use those advances to control the entirety of the market.

In this case, emitters designed to run through Wi-Fi router standardizations now include ability to transmit/relay short-wave telemetry verification data... Now a grid can be designed to flag any unapproved/unregistered drone. This enhances ability to police registered identities to update any code installed, and device component purchase tracking.

Brandon I understand your approach... However, the costs to perfect the requisite manufacturing processes really
leave this approach in a far less incentivized position. I will commend your effort to approaching a joint operated Cyber-Force model... I
do see value in approaches like that as we build more advanced systems.
Your reasoning with regard to drone security however...
You do have great ideas there in approaching collaborating on... what I'll call platform partnership grids...
Our teams have listed similar approaches... though your Strategic Pivot model is pretty creative for adding additional structures
as well as incentives.
